The COVID-19 pandemic has increased the number of people in Texas who are in need of mental health and substance use disorders. The winter storm has further exacerbated the trauma Texans are currently experiencing. When behavioral health issues are untreated, they can wreak havoc on communities; contributing to homelessness, high incarceration rates, high emergency rule utilizations, and suicides.
I appreciate the funding that the Texas Legislature has provided for behavioral health thus far, but in these times, there is an immense need for more. I ask that you:
Increase funding for community mental health services for adults, children, and crisis services;
Incease funding for substance use disorder services, particularly to reduce the waiting list for pregnant women and women with children;
Approve $58.5 million in funding to operate 192 beds at the new UTHealth Behavioral Sciences Center; and
Fund the 10% state match to draw down federal matching dollars to expand Medicaid or provide other Texas solution coverage options.
In these particularly trying times, Texans desperately need access to quality health and behavioral health care.
