As your constituent, I urge you to support and be an original cosponsor for a bipartisan bill being reintroduced on Thursday, March 18th, by Representatives Chrissy Houlahan and Bruce Westerman. The Reading Early and Addressing Dyslexia (READ) Act would create a grant program to allow states to equip teachers with the proper resources to detect early reading disabilities or dyslexia.
More than 30 million adults in the United States cannot read or write above a third-grade level. Pennsylvania has been a pioneer in addressing the literacy crisis. Of the 2.3 million students identified with specific learning disabilities and receiving services under the Individuals with Disabilities Education Act, 75-80% have basic deficits in language and reading. In 2014, Pennsylvania launched its Dyslexia Screening and Early Literacy Intervention Pilot Program, which established a three-year early literacy intervention and dyslexia pilot program using evidence-based screening, evidence-based instruction, and intervention for students found to be at risk for early reading deficiencies and dyslexia. The READ Act is modeled after this pilot program.
