<p>Please, ask thorough questions about whether the fiscal note for HB2310 is high enough during the Finance Subcommittee meeting of April 23.</p> <p>The fiscal note indicates funds needed for one offense per year. But that may not be enough given the wording of the bill.</p> <p>The word "recruits" is not defined in the bill. If the definition is broad, the fiscal note should be higher. For example, if "recruits" means providing basic information about other states where youth can obtain gender-affirming healthcare, then a number of individuals and organizations could be vulnerable to a criminal charge, leading to higher costs for the state.</p> <p>If the definition is not broad enough to include information sharing, what does "recruits" mean in the bill? We must not criminalize the sharing of information because that violates the First Amendment.</p> <p>The lack of clarity in the terms of the legislation makes the proposal too risky for our state to adopt.</p> <p>Thank you for considering my views.</p>
