I am writing as a concerned New Hampshire citizen about three bills that are being discussed in a committee of conference this week, HB1370 and HB1091.
HB1370 as amended by the Senate is a bill I strongly oppose for several reasons. Logistically, it seems unlikely that the proposed interagency hotline would actually be operational in such a short window of time, much less that it would be able to function without any sort of hiccups before a major election. Additionally, it seems irresponsible to perform such a massive overhaul to our election laws right before a major election. With how long the process of enrollment takes, it is entirely possible that our poor election officials would have to go through two separate trainings for our primary and general election putting undue strain on them and the Secretary of State's office. Then we would be putting them on the frontline to deal with any frustrated NH voters during a controversial election when we already have a problem with violence and harassment of election officials in the country. With all this in mind, I ask that you kill HB 1370.
HB1091 is a bill I strongly support as it helps to clarify language inconsistencies and confusion that exists in our current campaign finance laws. Two vital pieces that should be kept in this bill as the committee of conference looks for a middle ground between the versions approved by the House and Senate are the definition of a political committee and the online filing requirement. We need a concise definition of political committee to avoid confusion and we need the online filing requirement to minimize inaccuracies and increase transparency in reporting.
