I'm writing to you in support of HB 4491 and e-bike incentives. Affordable transportation is hard to come by these days. The average transaction price of a new car in June 2024 was $48,644, according to Kelley Blue Book data. With typical prices ranging from $1,500 to $3,000, e-bikes can replace many shorter car trips for a much more reasonable cost. This is especially important for younger people who are starting their careers and may not be able to fit rent, student loans, and a car payment into their monthly budget.
Michigan can join several other states, including Colorado and Minnesota, investing in the transformative potential of e-bike incentives. By lowering the upfront cost barrier of switching to an e-bike, incentives can make e-bikes accessible to the people who benefit most from lower transportation costs.
Almost $3 million was included in the final state budget for e-bike incentives, contingent on the passage of HB 4491. This bill, introduced by Rep. Julie Rogers and co-sponsored by 16 additional representatives, will create an e-bike incentive program that discounts purchases by $300 for qualified applicants of all income levels or $600 for low-income households, reserving at least half the incentive dollars for low-income. In addition, it will support Michigan bike shops as local small businesses by requiring incentives to be used at an in-state retailer.
As your constituent, I respectfully request your support for e-bike incentives, to invest in growing Michigan's population and reputation for clean and accessible transportation. Please vote for HB 4491 when it comes before you this fall.
