Dear City Council Member Staff

I am a constituent writing in strong support of housing in more neighborhoods by making single-family zoned parcels eligible for the Citywide Housing Incentive Program (CHIP). This step is crucial to LA’s ambitious goal of producing nearly half a million new housing units, promoting equitable housing, and combating displacement.
Now is the time to act. Opening high-opportunity areas to new housing can rectify historic segregation and address our affordability crisis. A blanket exemption for single-family parcels severely limits our ability to provide the housing we desperately need and perpetuates displacement.
I urge you to vote for a plan that increases opportunities for mixed-income and affordable housing. LA can and should do better than the current draft ordinance. Let’s create a future where everyone has access to safe and affordable housing.

Summary

The Citywide Housing Incentive Program (CHIP) was created to address Los Angeles’ housing affordability crisis by making it easier to build more housing throughout the city. In particular, it amends the Los Angeles Municipal Code to streamline the construction of affordable housing near transit and in neighborhoods with strong economic resources. The latest draft of the CHIP incorporates several recommendations from coalition groups including a stronger Resident Protections Ordinance and improved incentives for acutely low-income housing. However, there is still potential to expand affordable housing opportunities in LA by making single family zoned parcels eligible for CHIP incentives. We need more land available to build affordable housing!  Use this template to pressure LA City Council into adopting  the menu of options outlined in the draft CHIP ordinance.
