The Citywide Housing Incentive Program (CHIP) was created to address Los Angeles’ housing affordability crisis by making it easier to build more housing throughout the city. In particular, it amends the Los Angeles Municipal Code to streamline the construction of affordable housing near transit and in neighborhoods with strong economic resources.

The latest draft of the CHIP incorporates several recommendations from coalition groups including a stronger Resident Protections Ordinance and improved incentives for acutely low-income housing. However, there is still potential to expand affordable housing opportunities in LA by making single family zoned parcels eligible for CHIP incentives. We need more land available to build affordable housing!
