Justice for Felicia Ruiz! Deny Parole for a Convicted Murderer

Dear TDCJ and BPP:

We understand that the Hobby Board office will likely receive the above-referenced file around March 2025. Therefore,please accept our letter on behalf of victim Felicia Nicole Ruiz, 17, and per the request of Mr. and Mrs. Ruiz mother and father of Felicia.

The Remembrance Project strongly opposes the parole for Lisa Huerta. Due to Huerta’s cold-blooded stabbing murder of 17-year-old Felicia Ruiz on October 30, 1999; it is imperative that the board thoroughly and carefully consider the factsand results of that horrific murder.

The facts of this case.

On October 30, 1999, young Felicia Ruiz thought she was to attend a Halloween party when she was picked up from her home by Jesus Salazar whom Felicia knew and thought was a “friend."  Instead, Felicia was taken to a field, punched so hard that the blow broke her jaw causing her to lose consciousness.  During the murder trial, it was revealed just how Felicia was murdered.  She was held down and stabbed by Lisa Huerta, the girlfriend of Salazar, Jesus Salazar (remains a fugitive in Venezuela), and Jay Ferrell (out of prison).  

It was also discovered that Huerta believed Salazar was interested in Felicia.  Even though Felicia did not feel the same about Salazar, Huerta was jealous of Felicia and wanted her dead.  Felicia’s tiny body was stabbed over and over.  During Felicia’s murder trial, Mr. and Mrs. Ruiz learned that as Felicia lay dying and gasping for her life, Huerta returned to her body and slit Felicia’s throat.  

Lisa Annette Huerta is a cold-blooded killer and should not be released into society.  

Young Felicia was stabbed so many times that the funeral director stated that they had difficulty embalming her because the fluid simply drained from her body.  In fact, the medical examiner stopped counting the stab wounds at 39!

Impact to Felicia’s Family.

Please consider the devastation to the parents and entire family who have and continue to be deeply affected by the vicious murder of their precious daughter.

The horror these parents are forced to carry with them forever - their only daughter being beaten and stabbed to death, her jaw broken, throat cut - her lifeless body lying in a field.

We also ask you to think about how Huerta laughed at Mr. and Mrs. Ruiz in the courtroom when they gave their impact statements. Something that was so painful that they have never forgotten. Knowing the horror their daughter went through at the hands of killer Huerta and her accomplices, is unbearable.  A vicious murder – planned and plotted against their little girl.  Every one of Felicia’s murderers should have received the death penalty.  If it were not too late, we would certainly advocate for equal justice!

If the Ruiz family and society cannot have equal justice, at the very least we ask that Huerta serve her entire sentence and not one day less.  Please deny Lisa A. Huerta parole.

Lastly, January 9th would have been Felicia’s 43rd birthday – a day Carrie and Lou celebrate alone.
