SB1084/HB923 is scheduled for Senate and House floor votes soon. I urge you to get the bill deferred to next year. The bill should not move forward.
In House Finance, it became clear that important questions remain about what is covered by the bill. The sponsor was asked whether it includes the Go-DBE program that was established by executive order in 2004 and put into law in 2010 and 2017. The House sponsor was not aware of the program and there was no clear answer as to whether the current bill would remove it.
It would be helpful if the Legislature took some time to take a thorough look at what existing programs would be affected by the bill. That cannot be accomplished in a couple of days.
Please, defer the bill until next year so that the Legislature and the public can get a clear picture of what the bill does. Thank you for considering my views.
