I am writing to connect with you about the liability insurance issue that has put our children’s services network at risk of collapse.  A staggering 71% report that they have experienced funding source (state, county, city) insurance requirements for general/professional/abuse coverage that exceed what is affordable or available in the insurance market.
Providers of foster care, adoption, residential treatment centers, and other placement services are finding it increasingly cost-prohibitive, if not impossible, to obtain professional liability insurance.   Providers are struggling to find adequate coverage as skyrocketing premiums are paired with limited or no retroactive “tail” coverage. Dozens of insurers have left this market altogether and, regardless of claims history, providers are being denied on a “class of business” basis. If a provider is able to obtain a renewal, they see significant increases in their premium cost with limits of coverage also greatly reduced. 
In California, their foster care network is experiencing great strain to children and families because there are no more insurers willing to cover the market. Pennsylvania is likely next to experience this level of stress and we are asking you to take action to help us prevent this from happening here. I would appreciate the opportunity to talk with you more about these issues as well as provide you with more information about our organization.

Summary

Children's providers continue to struggle with obtaining adequate and affordable professional liability insurance. PCCYFS developed an insurance briefing reviewing challenges, how we got here, insurer backed solutions, and results of a survey showing shifts over the past 5 years and the impact on programming and service capacity. We are hoping we can count on you to support these important solutions for the increasing challenges providers are facing. There are many ways you can support our advocacy efforts at the local level: - Send an email here to your local legislator. Personalize your email by adding your name, organization name, and some details on your work to the email template - Schedule a meeting with your legislator. Meet with staffers if they’re not available. Meetings can be virtual, or in-person at their district office. Or let them see your good work with a tour.
