As your constituent, I urge you to vote YES on SB 672, the Youth Rehabilitation and Opportunity Act.
SB 672 will specify that a person who was 25 years or younger at the time of committing a controlling offense and who was sentenced to life without the possibility of parole shall be eligible for a youth offender parole hearing during their 25th year of incarceration. The bill does not apply to a person who was convicted of the murder of a law enforcement officer or sexually violent crimes such as rape or a sex act against a minor, or to a person convicted of first degree murder who were the actual killer if three-or-more people were killed at a school or place of worship.
The bill maintains all existing rights of victims at parole hearings and ensures a balanced approach that considers the rights and safety of victims while fostering a justice system that is supportive of youth rehabilitation and their potential for change.
