Dear [Your Elected Official],

<p>I am writing to you as a constituent to request that you OPPOSE Goldie’s Act (H.R.349). </p> <p>This legislation would weaponize USDA enforcement to serve the ideological goals of groups that seek to eliminate lawful animal ownership and breeding.</p> <p>The Animal Welfare Act already provides ample authority to protect animal welfare for dogs and puppies when applied fairly.</p> <p>H.R.349 opens the door to selective enforcement, undermines due process, and threatens the livelihoods of responsible animal breeders across the country.</p> <p>USDA would be required to confiscate animals and penalize licensees immediately if alleged mistreatment is discovered—potentially without warning or adequate review.</p> <p>More frequent and unannounced inspections would become mandatory, regardless of a licensee’s history of compliance.</p> <p>USDA would be compelled to act on complaints from the public, opening the door for coordinated targeting by activist groups.</p> <p>Inspection and enforcement records would be posted more publicly and rapidly—potentially encouraging media smearing or harassment of lawful businesses and violating due process for licensees.</p> <p>H.R. 349 harms legitimate, law-abiding breeders while it also erodes trust between breeders and regulators discouraging compliance by making USDA oversight adversarial. </p> <p>When compliant, licensed breeders face constant threats of excessive inspections, confiscations without due process, or are unfairly targeted due to third-party activist complaints, as outlined in Goldie's Act, it can create a chilling effect on lawful operations - discouraging complaince and licensing while pushing out the small, family-run operatioins which would lead to an increase in unlicensed breeders.</p> <p>I respectfully ask that you oppose H.R.349. </p>
