Urge House Election Law to Vote NO on Additional Voter Restrictions

I urge you to vote ITL on CACR4, HB289, HB317, and HB323 at the Executive Session scheduled for September 16th. These bills add unnecessary barriers to voter eligibility and identification that will disenfranchise eligible Granite Staters, especially considering they would go into effect on top of strict legislation previously passed like HB 1569, SB 218, and SB 287.
Tightening domicile and ID requirements creates hurdles for students, seniors, rural residents, low-income community members, and others who may not have immediate access to government-issued documents. Our state should be working to increase participation in democracy, not erect obstacles that silence the voices of eligible voters.
Laws like these do not increase election integrity—they turn American citizens away from the polls in a presumption of bad faith. Please reject CACR4, HB289, HB317, HB323, and any legislation that further narrows voting access. New Hampshire’s elections should remain fair, accessible, and inclusive for all qualified voters.

Summary

CACR4: Providing that only legal resident citizens who are at least 18 years of age or older who reside in the place they claim as a domicile shall be eligible voters. HB289: This bill: I. Prevents a person from claiming domicile if that person is a legal dependent of a person who does not live in NewHampshire. II. Clarifies that obtaining a driver's license or registering a motor vehicle is intent of maintaining continuous presence within New Hampshire. HB323: Removes student IDs and out of state IDs from acceptable identity documents HB317: Preventing a supervisor of the checklist from verifying a person's identity without identification, even if they personally know that person.
