<p>Medicare home health care is under threat. In late 2024, the Centers for Medicare and Medicaid Services (CMS) finalized a permanent <strong>4.059% payment cut</strong> to home health providers under the Patient-Driven Groupings Model (PDGM).</p>
<p>If allowed to stand, this cut will severely reduce access to home-based care for millions of older adults, people with disabilities, and families who depend on vital health services.</p>
<p>In response, a bipartisan group of lawmakers — Rep. Kevin Hern (R-OK) and Rep. Terri Sewell (D-AL) — introduced the <strong>Home Health Stabilization Act of 2025 (H.R. 5142).</strong></p>
<p>This legislation:</p>
<ul>
<li><strong>Pauses all cuts for two years (CY 2025–2026),</strong> ensuring stability for patients and providers.</li>
<li>Requires CMS to set payment rates for CY 2026 based on CY 2025, plus standard annual updates.</li>
<li>Establishes fair payment updates for CY 2027, building from the stabilized base.</li>
</ul>
<p>By halting the cuts and providing a clear path forward, the bill gives home health providers the certainty they need to continue serving patients in every community — rural, suburban, and urban alike.</p>
<p>Bottom line: Without congressional action, these cuts will devastate access to care at home. <strong>With H.R. 5142, Congress can stop the cuts, protect patients, and strengthen one of the most cost-effective, patient-preferred forms of care.</strong></p>
