A CNN investigation revealed footage of cats and kittens being burned, drowned, and mutilated for money. The BBC confirmed that these videos are part of organized networks operating not only overseas but also within the United States.
These crimes are being filmed, sold, and shared online with little accountability. While other nations, including those in the EU and the UK, have passed strong online safety laws to prevent the dissemination of violent and illegal material, the U.S. has not yet taken similar action.
We call on Congress to publicly condemn these torture networks and pass federal legislation that makes the creation, sharing, and profiting from such videos a serious federal offense — and to hold online platforms responsible when they enable this cruelty.
