I’m writing as your constituent to ask you to repeal the 11% excise tax on firearms, ammunition, and firearm precursor parts that took effect on July 1, 2024.
This tax directly burdens ordinary, peaceable Californians who are simply exercising their constitutional right to keep and bear arms. It may be labeled as a “retailer tax,” but the reality is that every dollar is passed on to the consumer, adding to existing sales tax, Dealer Record of Sale (DROS) fees, ammunition background-check fees, and Firearm Safety Certificate costs.
For many Californians, this turns a basic act of lawful self-defense into a luxury purchase. A $10 box of ammunition now costs nearly $17 after layered taxes and fees, and a $600 firearm can exceed $760 out the door. 
<h4>That isn’t “public safety” — it’s Poll Tax. </h4>
The Supreme Court rightly declared poll taxes unconstitutional because rights must be equal and accessible to all, not only to those who can afford them.
Please take immediate action to repeal AB 28’s 11% excise tax and restore fairness and equality under the law. Californians should not have to pay extra to defend their lives or their families.

There was a time when Americans had to pay to vote. It was called a poll tax, a deliberate, autocratic scheme to make a constitutional right too expensive for ordinary people.  The Supreme Court struck it down because our rights don’t come with a price tag.
