The U.S. Senate will vote soon on the SAVE America Act, a bill that would create new federal requirements for voter registration and voting in federal elections.

The SAVE America Act would require voters to provide documentary proof of U.S. citizenship in order to register to vote or update their voter registration. Documents like passports, birth certificates, or naturalization certificates would be required, and many common forms of identification — including driver’s licenses — would not qualify on their own. These changes could completely eliminate online or mail-in voter registration.

The bill would also create a new federal voter ID requirement, that is much more restrictive than Nebraska's current voter ID law. Because Nebraska does not currenly use the SAVE Program, voters may also need to show proof of citizenship (e.g. passport, birth certificate, or certificate of citizenship) when voting in person or by mail.

For voters who vote by mail, the bill would require copies of identification documents to be submitted with absentee ballot requests and returned ballots, adding new steps for voters who rely on mail voting.

These changes would impact every voter, but they will disproportionately impact rural voters, seniors, students, naturalized citizens, married voters whose names have changed, and anyone who does not have easy access to documents like passports or certified birth certificates. They could also create significant administrative burdens for election officials and increase the risk of eligible voters being turned away.

Nebraska’s elections are already secure, fair, and accessible. This bill does not address a widespread problem — instead, it creates new barriers that could prevent eligible voters from participating.
