I’m writing to urge you to support the Accountability for Withholding Aid and Relief Essentials (AWARE) Act.

The AWARE Act establishes US policy that civilians are entitled at all times to sufficient humanitarian assistance. When a government is unable or unwilling to ensure that aid reaches civilians in a territory under its control, it must allow US and internationally recognized humanitarian organizations to deliver that assistance. Any officials who obstruct or undermine this lifesaving work are acting in violation of that policy, and could be subject to sanctions.

At its core, this bill affirms a simple and universal principle: no government should block humanitarian aid to civilians.

I urge you to support and advance the AWARE Act and to publicly affirm that humanitarian aid must never be blocked.

Summary

The Israeli government’s use of humanitarian aid for leverage during the Gaza War has been an outrage. Nothing could be more immoral, and out of touch with NJN's values. But today there is a response.  Senator Ron Wyden studied what happened in Gaza and crafted a bill – the Accountability for Withholding Aid and Relief Essentials (AWARE) Act – with those lessons in mind.  The bill would prevent governments from restricting aid anywhere in the world. When a country does block aid, this bill uses targeted sanctions to hold senior officials accountable. This bill also sends a strong message to the current Israeli government that it must never again use humanitarian aid as a weapon of war.
