Medicaid's continuous skilled nursing benefit uses outdated terminology, inconsistent oversight, and unnecessary barriers—limiting access to essential care for medically fragile or complex individuals and their families. H.R. 6592/S. 1920 aims to fix this.

A bipartisan group of lawmakers has introduced new legislation to modernize Medicaid’s approach to private duty nursing.

The Continuous Skilled Nursing Quality Improvement Act of 2025 would:

  1. Update terminology from "private duty nursing" to "continuous skilled nursing services"
  2. Create national quality standards through a stakeholder working group led by HHS
  3. Reduce regulatory burden by clarifying that Medicaid providers are not subject to Medicare home health participation requirements
  4. Expand HCBS waivers to include continuous skilled nursing services explicitly
  5. Establish updated Medicaid quality measures for continuous skilled nursing care

Please support the Continuous Skilled Nursing Quality Improvement Act of 2025.
