A bipartisan group of lawmakers has introduced new legislation to modernize Medicaid’s approach to private duty nursing. The Continuous Skilled Nursing Quality Improvement Act of 2025 (H.R. 6592 / S. 1920) will improve access to high-quality in-home care for your patients who are medically fragile or complex.

To push this beneficial bill forward for those we need it, we’ve made it easy and convenient for you to write to our members of congress and advocate on behalf of medically complex and medically fragile children, individuals, and caregiving families.

The Continuous Skilled Nursing Quality Improvement Act of 2025 would:

Update terminology from "private duty nursing" to "continuous skilled nursing services"

Create national quality standards through a stakeholder working group led by HHS

Reduce regulatory burden by clarifying that Medicaid providers are not subject to Medicare home health participation requirements

Expand HCBS waivers to include continuous skilled nursing services explicitly

Establish updated Medicaid quality measures for continuous skilled nursing care
