Dear Rep. Jeffrey N. Spiegelman and Rep. Kimberly Williams,

<h3>Dogs across Delaware continue to suffer at the hands of repeat offenders who have already faced cruelty charges.</h3> <h3>Records show hundreds of cruelty investigations in a single year, involving abuse, starvation, abandonment, and forced fighting. Some individuals return to harming animals even after prior convictions.</h3> <h3>Stronger penalties are needed to prevent repeat cruelty and to permanently bar serial abusers from possessing animals.</h3> <h3>I urge you to approve House Bill 134, which increases felony consequences for repeat offenses and enforces lifetime bans for those who repeatedly harm animals.</h3> <h3>Dogs deserve safety, protection, and a life free from repeated violence.</h3>
