I am writing as a New Hampshire resident to share concerns about HB 1062.
This bill proposes random audits of already registered voters’ citizenship despite no evidence of any widespread noncitizen voting. As noted during the recent public hearing, such audits could introduce significant costs and administrative burdens while diverting resources from core election operations—in this case, further educating Granite Staters about significant changes in voter registration requirements ahead of high turnout elections.
Testimony also raised serious concerns about voter privacy and data security, particularly regarding the use of private databases. Experiences in other states suggest these systems can often produce inaccuracies, potentially flagging eligible voters and creating confusion or barriers to participation.
New Hampshire’s elections are widely recognized as secure, and even isolated issues are already addressed through existing processes. Expanding audits in this way risks undermining public confidence rather than strengthening it.
If the bill is to move forward, I encourage careful consideration of amendments that strengthen privacy protections, increase transparency around methodology and findings, and include clear limits on scope and duration. The findings should also be made public.
