<p>I am writing as a constituent to urge you to veto HB 365-FN.</p> <p>This bill attempts to address real problems created by HB 1569, New Hampshire's proof-of-citizenship law, but it does so by layering new data-sharing requirements onto an already flawed framework. Expanding the link between the Secretary of State's office and the Department of Safety introduces new compliance burdens, data management risks, and points of failure, without actually solving the underlying problem: eligible voters are being blocked from registering because they cannot easily obtain or afford copies of vital records.</p> <p>The voucher program created by HB 365 requires voters to declare themselves "indigent" at the polls, in public, in order to receive free copies of vital records. Beyond the obvious dignity problem, it does nothing for same-day registrants, who need to prove citizenship at the time of registration, not after the fact. This is not a fix.</p> <p>The straightforward solution is to restore the affidavit process. Allowing voters to attest to their citizenship under penalty of perjury is both legally sound and practically effective. It ensures access without unnecessary cost or bureaucratic barriers, and it already worked well in New Hampshire for years.</p> <p>I respectfully ask you to veto HB 365 and urge the legislature to restore the affidavit process as the most direct path to protecting the voting rights of eligible New Hampshire citizens.</p> <p>Thank you.</p>
