<p>For years, independent pharmacists have faced a lack of action from both our state legislators and the U.S. Congress, who have continued to pass up opportunity after opportunity to enact meaningful legislation to protect the longevity of community pharmacies. </p>
<p><strong>The community pharmacy infrastructure across our state is crumbling: </strong>pharmacies, both independent and chain, are closing due to chronic under-reimbursement; pharmacy workers are burned out from poor staffing and an increasing workload; and pharmacy owners continue to face the daily struggle of striking the precarious balance between taking care of our patients and keeping our doors open and the lights on. Pharmacy benefit manager (PBM) abuse continues to be <strong>THE</strong> driving force behind this systemic problem.</p>
<p><strong>We need our legislators to FIGHT BACK WITH US, NOW.</strong> A future Minnesota in which independent pharmacies and their patients aren't just able to survive, but thrive, is possible with the passing of the newly introduced <strong>Minnesota Fair Pharmacy Reimbursement Act (<a href="https://www.revisor.mn.gov/bills/94/2026/0/HF/3922/">HF3922</a> / <a href="https://www.revisor.mn.gov/bills/94/2025/0/SF/3299/">SF3299</a>).</strong> If passed, this comprehensive legislation will:</p>
<ul>
<li><strong>Ensure fair reimbursement to pharmacies</strong> based on a transparent index pricing model and state survey-determined professional dispensing fee</li>
<li><strong>End abusive PBM tactics that restrict patient access</strong> to essential community pharmacy care</li>
<li><strong>Strengthen pharmacy viability and protect patient access</strong> by making sure that pharmacies no longer have to <em>pay</em> to care for their patients</li>
<li><strong>Hold PBMs accountable for access and affordability</strong>—things they promise daily that they're bringing to a system that continues to see rapidly increasing drug prices and premiums while PBMs record record-breaking multi-billion-dollar profits.</li>
<li><strong>Bring transparency to PBM pricing practices, </strong>which currently exist in a black box of "proprietary information," further complicated by rebate schemes and numerous fees charged to pharmacies.</li>
