This unexplained reversal will increase the Kremlin's oil revenues that finance its war against Ukraine. Congress should not stay silent while the United States gives economic breathing room to a regime that is attacking our allies, aiding the Iranian regime and working against American interests.</p>
<p>Members of Congress should publicly oppose the second waiver, demand an explanation from Treasury, and press the administration to restore full economic pressure on Russian oil revenues. Sanctions are one of the few tools that can raise the cost of Putin’s aggression without putting American troops in harm’s way. Weakening them now sends exactly the wrong message to Moscow.</p>
