Contact Your State Senator: Support Sensible Regulations for Micromobilty
e-bike and e-moto Webinar
Dear [Your Elected Official],

SB 3336 (Villivalam) aims to bring clarity and safety to our streets, bike lanes, and multiuse trails as new mobility modes increase in popularity. This bill safely and properly integrates micromobility devices into state law, establishes age restrictions, and implements sensible regulations for the use of high-speed devices, like e-motos.

Why This is Needed
Micromobility devices are practical, accessible, affordable, equitable means of transportation. The popularity of micromobility devices—including e-bikes, e-motos and e-scooters—has increased drastically in recent years. In many Illinois communities, children using these devices have caused crashes that result in injury to themselves and others. Updates to the Illinois Vehicle Code included in this bill will allow the state, municipalities, and law enforcement to embrace new mobility modes while retaining a focus on public safety.

Upon Becoming Law SB 3336 will:

  • Maintain three classes of legal, low-speed e-bikes, consistent with 46 other states
  • Clearly distinguish between low-speed e-bikes and e-motos (motor driven cycles)
  • Incorporate micromobility devices into the Illinois Vehicle Code
  • Nullify the patchwork of municipal ordinances that were passed in 2025 so there is consistency in Illinois communities in regards to micromobility
  • Require license, registration, and insurance to operate high-speed devices
  • Establish a safe minimum age to operate low-speed e-bikes, e-scooters, motor driven cycles, and other micromobility devices
  • Establish penalties for retailers and manufacturers that deceptively market products to protect consumers

E-bikes, e-scooters, and micromobility devices offer individuals who cannot drive or choose to not drive a reliable, inexpensive mobility option. Age, disability, personal choice, and lack of other transportation options are common reasons for using such devices. Also, these devices are frequently used by lower income individuals.

In closing, SB3336 supports innovation and make our transportation network safer and more predictable. Please support this bill which aims to reduce confusion for motorists, riders, law enforcement, and local governments.
