Why This is Needed 
Speed was a factor in  nearly 12,000 traffic deaths in 2023 – nearly one-third of all traffic fatalities. In Illinois, that number is nearly 45 percent! Existing penalties, such as fines and suspensions, have not sufficiently changed behavior. In fact, 75% of drivers with a suspended license continue to drive. Devices like Intelligent Speed Assistance (ISA) offer a proactive, technology‑based approach to reduce crashes and provide safer roads for everyone.

Upon Becoming Law HB 4948 will:

  • Offer Intelligent Speed Assistance devices for license reinstatement for high-risk drivers
  • Define clear standards for excessive speeding and repeated violations
  • Require offenders to install and maintain ISA devices on all vehicles they operate for at least 6 months at a cost of about $4 per day
  • Provide an indigency program for low-income participants, covering installation, removal, and monthly lease under the indigent driver program funded by high-income offenders
  • Direct the department to collect and report data annually, monitor compliance, and adjust the program based on emerging best practices
  • Increase safety, especially pedestrians, bicyclists, and other vulnerable road users
  • Restrict excessive speed and curb dangerous driving before crashes occur

Speeding continues to put lives at risk across Illinois, endangering drivers, pedestrians, bicyclists, and entire communities. HB 4948 takes a practical, prevention-focused approach by addressing the small group of repeat high-risk drivers most likely to cause serious harm. By using proven technology to curb dangerous behavior before a crash occurs, this legislation helps create safer streets and more accountable roadways for everyone.
