The administration has issued a third waiver on Russian oil sanctions, allowing Russian oil to move through global markets. While framed as a measure for energy stability, repeated waivers send the wrong message to Moscow: that Russia can continue profiting from oil while it wages war against Ukraine.

The Ukraine Support Act (H.R. 2913) would give Congress a strong answer. The bill would mandate sanctions on Russia’s oil and gas sector if Russia continues its war of aggression, close loopholes that allow Russian crude to be refined in third countries and sold into U.S. markets, target Russia’s shadow fleet, and help America’s allies reduce dependence on Russian energy.

Contact your Representative today and urge them to vote YES on the Ukraine Support Act (H.R. 2913) when it comes to the House floor in June. Tell Congress that U.S. policy toward Russia should be based on strength, accountability, and support for Ukraine — not repeated exceptions for Russia.
