Support HB2490 - Demand Equitable Risk Sharing

Dear Representative,

I'm writing to ask that you support HB2490, which prohibits a county from relying on unilateral waivers of subrogation to limit their obligation to pay their fair share. In 2021, Pennsylvania legislators unanimously agreed that counties should be held liable for their contribution to a claim by enacting HB2214, and we are asking that you affirm that commitment by supporting HB2490. 
The current liability insurance crisis in the children's services sector in PA reflects a national trend. PCCYFS' recent survey found that 82% of respondents had no substantiated or indicated incident of physical or sexual abuse in the last 5 years. However, 88% reported experiencing a significant premium increase in general, professional, abuse liability coverage costs - an increase of approximately 40% from a survey we issued in 2020. We have heard from insurers that a driver of the insurance accessability/affordability issue is unfair risk shifting in county contracts. 
We are asking that you support providers and their ability to support children, families, and communities in Pennsylvania by supporting HB2490.
