I urge you to amend HJR 9/SJR 10 before placing it on the November ballot.
Most Ohioans support universal photo ID for voting, but many do not realize Ohio's current law requires photo ID only for in-person voting, not for mail-in absentee ballots. As written, HJR 9/SJR 10 would lock this unequal standard into the Ohio Constitution and, according to the Legislative Service Commission, prevent future lawmakers from requiring photo ID for absentee voters.
Constitutional amendments should strengthen election integrity and treat all voters equally. This proposal does neither. It preserves a two-tiered system while failing to close Ohio's existing absentee ballot photo ID loophole.
I respectfully ask you to:
• Change Line 12 to read: "All electors shall provide photo identification in order to vote."
• Remove Lines 14-16, which limit photo ID requirements to in-person voting.
• Remove Lines 39-40, which weaken the standard.
• Pass H.B. 577, or a Senate companion bill, as implementing legislation.
With these simple changes, Ohio can ensure a fair, equal, and uniform photo ID standard for every voter.
