As a constituent in your district, I am writing to respectfully urge you to support H.R. 7831, the License to Drill Act, when it comes to the House floor this week.
This straightforward, bipartisan measure simply extends the Bureau of Land Management’s existing authority to collect modest fees from oil and gas operators for each new Application for a Permit to Drill (APD) on federal public lands.
These industry-paid fees—already in place since 2015—are deposited directly into the BLM’s Permit Processing Improvement Fund and are used exclusively to hire staff, upgrade systems, and process permits more quickly and efficiently.
Without this extension, the fee authority would expire after fiscal year 2026, potentially slowing American energy production and forcing greater reliance on taxpayer appropriations.
By reauthorizing this program through fiscal year 2037, H.R. 7831 maintains a proven, self-funding system that has helped reduce permitting delays without creating new drilling rights, changing environmental rules, or expanding leasing.
It supports jobs, strengthens energy independence, and keeps our nation competitive in global energy markets—all while ensuring responsible development on public lands under longstanding regulatory oversight.
The bill brings certainty and accountability back to the federal permitting process at a time when reliable domestic energy is more important than ever.
I believe this common-sense reauthorization deserves your strong support.
