Last night Russia bombed the 11th-century Pechersk Monastery in Kyiv, one of the most sacred Christian sites in Ukraine. Russian forces have damaged or destroyed over 700 churches, seized houses of worship, tortured and executed clergy, and pressured religious communities in occupied Ukraine to submit to Moscow-controlled religious authority.

The bill would put Russia’s religious persecution in Ukraine on the official record, identify the people responsible, and authorize sanctions against them. Congress should make clear that bombing churches, attacking clergy, and forcing Ukrainian believers under the Kremlin’s control will carry consequences.
