I’m writing in support of the PEACE Act (H.R. 4346). Just yesterday, Russia launched 74 missiles and nearly 500 drones in a mass attack targeting Kyiv, killing 27 civilians. In May 2026, more civilians were killed or injured in Ukraine than in any other month since April 2022. Furthermore, 2025 was the deadliest year for civilians in Ukraine since 2022. While Russia murders with reckless abandon, the 119th Congress has still not passed a single bill sanctioning the Kremlin.
Polls consistently show that the majority of Americans, including 69% of Republicans, support strengthening sanctions against Moscow. The PEACE Act gives the Treasury Department the ability to stop foreign banks that continue to fund Putin’s war machine from using the U.S. financial system, and accelerates repurposing Russia's frozen assets. This bill has the capacity to force Putin to the negotiating table, and has already made it out of the Financial Services Committee by a resounding 53-1 vote.
During floor debate preceeding the successful passage of the discharged Ukraine Support Act, Republicans repeatedly argued that they prefer the PEACE Act and passing it through regular order. I ask that you do what is in your power to pressure House leadership to do just that; the PEACE Act has been floor-ready for a year now, costs taxpayers nothing, and advances American values, American interests, and the clearly expressed will of the American public.
