OMB's Proposed Overhaul of Federal Grantmaking Rules
Dear [Your Elected Official],

As your constituent, I am writing to urge you to OPPOSE the U.S. Office of Management and Budget's (OMB) proposed rewrite of the Uniform Guidance — the rules governing federal grants, cooperative agreements, and other monetary awards to nonprofits, state and local governments, and other grantees (Docket ID OMB-2026-0034). 

If finalized, this proposal would: 

  • Grant any administration unprecedented discretion to withhold, suspend, or terminate grants — or change their terms mid-performance — without requiring an administrative hearing or appeals process.
  • Allow federal agencies to base funding decisions on political considerations rather than objective criteria, community needs, or congressional intent.
  • Decrease public transparency, leaving grantees unable to learn why a proposal was rejected or to challenge that decision. 


This would create serious financial, legal, and reputational risk for any organization accepting federal funds. Many effective, qualified nonprofits may decide that risk isn't worth it — leading to disruptions in housing, health care, food access, education, and disaster recovery services in every Pennsylvania community. 


This is not a hypothetical for our state. Pennsylvania nonprofits brought in $40 billion in federal funding between 2016 and 2024. Nearly 49,000 501(c)(3) organizations employ 15.7% of our state's workforce and drive $140 billion of our state's economy every year. 

Nearly 500,000 public comments were submitted nationwide opposing this proposal before the comment period closed on July 13 — but OMB can still move forward with a final rule. I'm asking you to: 
Urge OMB to withdraw or substantially revise this proposal. 
Support including a legislative provision to block OMB from finalizing this regulation.
