I am writing to urge you to cosponsor the Block the Bombs Act (H.R. 3565). I do so in light of the Trump administration's recent notification to Congress of a proposed $2.8 billion arms sale to Israel, set to be one of the largest arms sales in US history. It includes 20,000 MK-84 and 20,000 BLU-117 2,000-pound bombs: among the most destructive munitions in the US arsenal.

Ranking Member Gregory Meeks has already formally objected and placed a hold on this sale over the risk to civilians. But that hold carries no legal force, and this administration has a track record of proceeding with sales over congressional objections. There is little reason to expect this case will be different absent a change in the law.

The Block the Bombs Act would provide that change. The legislation would require Congress to affirmatively authorize the transfer of the most damaging weapons systems. It also would require written assurances that they'll be used consistent with US and international law. The bill does not limit Israel's ability to defend itself; defensive systems like Iron Dome remain fully protected. 

I ask that you cosponsor H.R. 3565 without delay.
