Stop Harmful and Unethical Assisted Reproduction Treatments

Thank you for your service to our state. As your constituent, I am writing to express my concerns about legislation that would propose mandating coverage for Assisted Reproductive Technologies (ART) through health plans. As a Catholic, I empathize deeply with couples struggling with infertility. But we should empower couples by offering them MORE options, not fewer. Mandating the coverage of in vitro fertilization (IVF) could result in even more couples being pushed into expensive and unethical treatments that have a low success rate, without uncovering the root cause of their infertility.

Fertility treatments such as IVF involve creating massive amounts of human embryos in labs and then discarding most of them. Potentially requiring all health plans—even those provided by religious organizations that oppose these acts—is an infringement on our religious freedom. ART also poses health risks for all women involved, including egg donors, surrogates, and biological mothers. In addition, these services come at a great financial cost, which could place a burden on our insurance companies and increase premiums across the board. Coupled with the potential for eugenics practices through genetic testing and manipulation, the concerns with this legislation are high.

Contrastingly, Restorative Reproductive Medicine (RRM) empowers women with information about their reproductive health and concrete treatments that can directly address the problem. It works with the body, not against it, to help restore fertility in couples. These treatments should become more accessible. At minimum, the Minnesota Department of Health should integrate information about this approach into their existing health programs related to infertility and reproduction.

Please oppose an IVF mandate and support expanding education around RRM. Thank you.
