European allies have Patriot and NASAMS air-defense interceptors they are willing to transfer to Ukraine, but the U.S. Secretary of Defense is withholding the authorization required for those transfers. These are interceptors from allied stocks, not American stockpiles. As Russia attacks Ukrainian cities and energy infrastructure, Congress should remove this obstacle to protecting civilians.

Congress also enacted the Sanctioning Russia and Iran Act, only for sweeping presidential waivers to effectively nullify it. Sanctions intended to pressure Moscow cannot serve their purpose if they can be suspended indefinitely. Urge your senators and representative to support legislation or amendments to the National Defense Authorization Act (NDAA) that enable prompt authorization of allied Patriot and NASAMS transfers and place meaningful limits on the president’s ability to indefinitely waive Russia sanctions.
