Resignation of Dr. Williams, Superintendent Baltimore County Public Schools

Dr. Darryl L. Williams, Superintendent of Baltimore County Public Schools, has neglected the 115,000 students enrolled in public school in Baltimore County, MD and must resign from his position as leader of our school system. 

Dr. Williams did not take the survey data from June 2020 that showed the majority of the 3 responding groups (parents, students and teachers) voted for an in-person or hybrid model.

Dr. Williams has not released a specific survey since the June 2020 data release requesting student enrollment in either a virtual or hybrid model of school. He has not surveyed faculty and administrators in order to plan for any open positions if teachers chose to leave their current position.

Dr. Williams did not present a detailed plan to the community for the return of small groups of students to school while the Covid 19 health metrics that permitted a return to in-person education were being met in Baltimore County during the months of August, September and October. 

Dr. Williams has not spoken to parents and students on a regular basis to update the community on his plan and timeline for a return to any type of in-person instruction as well as the key metrics  that will impact our students returning to school. 

Dr. Williams has neglected to implement procedures that support students in BCPS with IEPs and 504s who are not receiving a Free and Appropriate Education (FAPE) that is legally guaranteed to them through the Individuals with Disabilities in Education Act (IDEA).

Dr. Williams is not visible and rarely speaks at the Board of Education virtual meetings.

 

Dr. Williams has failed to fulfill his job requirements to lead the administration of BCPS and to further the stated BCS mission to Raise the Bar, Close the Gap and Prepare for the Future. Therefore, we demand that Dr. Williams resign immediately. If he refuses to resign, we intend to request that the Board of Education invoke Section 11 of Clause D of the Superintendent's Employment Contract dated June 11, 2019 which stipulates "Discharge for cause may be initiated by the Board for....incompetency; willful neglect of duty..."
